Comments:
General comment: There may be some use for this NSPS to improve the performance and affordability of the civil service system. However, the employees need to receive a warm fuzzy about the implementation. The employees are afraid that the NSPS is another effort by an uncaring government to abuse the civil servants, and to ignore their representation.
