This in fact my second submittal. I am not aware there are limits to how many times comments can be offered. After reading many of the specifics of NSPS and attending a training session, I wish to submit the folowing. It seems to me that NSPS will remove many employee rights which have been in place for many years. In my opinion, removing employee rights and issues that can be negotiated between management and unions will not improve national security. It will however lower empoyee morale. It seems to me that the NSPS will be easy to be misused by supervisors because the employee will have no or limited recourse. And the supervisor will have direct control on a person's wages which can also affect retirement calculations. I am concerned and saddened that NSPS is being proposed for DOD employees. I do believe that DOD employees have too many employee rights. Yet, with NSPS, DOD employees will have fewer employee rights. I suggest that our current system be improved upon - not abolished.
