Pay and Pay Administration Subpart C, Performance Payout. There is a common conception that once implemented that pay raises for performance would last for only the next rating year and that if the next performance rating was, let's say still good but lower than the previous year, that person would get a pay decrease. Although from the proposed rule it does not seem to imply this situation, I recommend that the regulation be more specific on how permanent a raise is. Further I recommend that a employee's pay never go down except in during an adverse action for unacceptable performance.
