The proposed system, as it stands now, is too vague to understand. Too many questions need to be answered BEFORE the system is put into place. In sections 9901.301-9901.373 the proposal speaks of how pay will be distributed. An annual % increase in pay due to inflation should be given to all employees. Inflation affects everyone. Many employees, including myself, were told that they would be a specific GS grade upon acceptable performance on the job after a specified number of years. This was an incentive to take the job, perform well, and stay with the government. Under the new system, it seems that this would not be the case. I am very unsure if I will ever see the pay that I was promised after three years. Please give clarity to this system before it is put into place. Also think of those employees that are stuck in the middle of the GS grades before they reach their lead grade.
