One reason the current system doesn't work is because managers were never hired, only people who were good at mechanically performing their job were made managers. The US Government, to include DOD, should be promoting the good things about working for the Government; service to country, good working conditions, benefits and security (as in there will always be a government) instead of trying to be like a business. There is no incentive to seek employment or continue employment if just like any other business. One distinquishing factor will be the bureaucracy and there needs to be some special incentive to put up with that and I don't see it in the NSPS. DOD cannot get its financial house in order according to the President's Score Card. What makes anyone think DOD can run a personnel system? While I am glad Ms. Lacey has had a wonderful career, full of good mentors, that is the exception and not the rule. A personnel system should not be based on her experience. I in fact came in through an intern program and my experience was to get the managers that were not capable of managing let alone being a mentor to an intern. I have a quote on my desk that appeared during my internship. " Creative minds always have been known to survive any kind of bad training." That has been what has held my stead in my 13 year career. Specific comment on pay/pay admin subpart C: What reference will be used to determine the local market supplement? Will the reference be the same for all or change to suit the local administration? Performance and Behavior Accountability: What a subjective consideration especially if you have a boss who's style is confrontational, vindictive and based on setting you up to fail. This goes back to my experience with managers that aren't really managers. General comment:Typical Government to take 50 pages to explain what will effect people's livelyhood.
