Regarding 5CFR Chapter XCIX and Part 9901. As the documents are so extensive it is not practicable to comment on each portion in specific detail. I've spent 26 years working for the U.S. Government having gone through a RIF, "Downsizing", "Right Sizeing", pay increases and adjustments shifted from Fiscal Year to Calendar Year and having been drafted into the Medicare Tax system. I can honestly state that after viewing this proposal and with the understanding that, under this "Proposal", I will be faced with the "SPIRAL", I am thoroughly dissolusioned with the direction this proposal is taking. The current GS system is certainly not without its faults, with the EEO process being among the worst (how can a decision rate of over 95% of the decisions being made in favor of the Government) the elimination of the current GS system in favor of the "Proposal" is rife with the potential for abuses by immediate supervisors and upper level management. To believe that all that is required to receive adequate pay and pay increases is for an employee to work very hard and that "training" for supervisors and upper level management will assure fair and impartial treatment for employees is extremely naive. In the meetings that I've attended regarding the "Proposal" there has been no venue for employee input, the "Proposal" has been presented more as an edict and as a fact of life which we will have to face with no alternatives or options. I firmly believe the imposition of the "Proposal" on Government employees will only result in a turn to a modern version of "PORK BARREL POLITICS".
