If the system isn't broke, then why fix it. The system that we currently use for the federal employees is very effective and fair. Promotions and pay raises should be by merit and not by favoritism. If you change to the new NSPS system it will not be fair due to the biased unfairness that the supervisors will have the choice of who gets promotions or pay raises or not. All Supervisors have there favorites and there unfavorites.
