The following statement has been copied directly from the "NSPS Fact or Myth" documentation communicated to DOD employees: "One of the goals of NSPS is to reduce its reliance on military to perform jobs that could be performed by civilians." If read quickly and one does not really think too much about it, it may seem to make sense. Unless, of course, one realizes that almost any job in the military can be transferred to the Civilian sector; right now, many positions performed in previous decades are now done by military contractors. If the positions are transferred to the DOD civilian sector, the implementation of NSPS would greatly reduce the need for military personnel in order to conduct a war. DOD Civilians then become available for a type of "draft" whenever needed! This is not what most DOD employees bargained for when choosing their employment.
