The new personnel system sounds like something from private industry, yet we are talking about spending PUBLIC FUNDS. It leaves the door open for the good-old-boy system and will be vulnerable to cheating and favortism...the women will suffer. This has got to be the reason our forefathers devised the current personnel system in the first place...it is about fairness. It might be too fair for some, but at least it is fair. The new system will go the opposite way...it may be more detrimental for some, but a little detrimental to everyone.. It is regression . Nobody will have to document anything, because salaries obviously won't be public knowledge, yet we will be funded with PUBLIC FUNDS. This will not work...there will be more grievances than ever before. Everyone will be kept in the dark. It sounds unconstitutional.
