I don't feel that we, as employees of the Department of Defense have been given adequate information on this NSPS Pay System. We attended one briefing and were told that they could not answer any questions. Reading the document published in the Federal Register is confusing and perhaps deceptive. We vote on State Questions all the time that are unclear and written to confuse voters and this document seems to be worded the same way. I have concerns about Subpart C - Pay and Administration. We should still get Cost of Living increases and retain our Locality pay. I don't feel that it is fair to determine local market supplements by career groups. We are all an important part of the workforce. Even those with the least desired jobs are equally important to the success of DOD. The Cost of Living increases each year are usually just enough to offset the cost of our Health Insurance premium increases. If we no longer get them, our actual take-home pay will decrease annually. We get a certain percentage across the board and this allows those making larger base pay to get larger raises. Everyone should be treated equally and straight percentages across the board seem to be the fair thing to do. I also have concerns about Subpart F - Workforce Shaping. Many of us have worked for the DOD for over 20 years and have been proud of our accomplishments. We want to be assured that our service comp date (SCD) will be remain in tact during Reduction in Force actions and/or reorganizations.
