Reading through the Federal Register it felt like my employee rights were being taken away from me. I no longer am being appreciated for the hard work I have done all these years. I feel like a pawn to be manipulated by my supervisor and management. This NSPS change is supposed to provide flexibility in hiring, firing and compensating the civilian workforce. However, when you read through this program it appears our rights and benefits as employees have been stripped from us. Our EEO rights are being put in jeopardy. The only one being protected with this program is management. Congress and the Senate need to work in our shoes for a while. They need to have their wages cut for what the people think is unsatisfactory work. Their retirement should be taken away if the people believe they are not working hard enough. Too much control is being given to supervisors and management. When you place an individual's source of living in jeopardy, employees will be afraid to speak their mind about issues and decisions being made by management for fear of reprisal. In the present system the only thing that is affected is your appraisal and a possible monetary award you may receive. There are career fields, which require you to stand up for your decision on what is being proposed. Management may not always agree with your decision but the law requires these decisions. There is no clear guidance for reduction in pay in the Federal Register. It is all based on supervisor's thoughts. Supervisors are human and they make decisions based off of feelings besides actions. You may be an excellent worker and doing everything right but if your supervisor dislikes your personality or you are not in the limelight your pay may be affected. While another person who is able to sing his own praises to the boss will be likely to get a better pay. I have seen it happen too many times. In the military it goes on a lot, it is whom you know not what you know. Who gets their name known? It will be whatever is politically correct at that time. Is this what you want for a workforce? Talented people will not stay. To realize your pay can be lowered at the whim of your supervisor and you have no rights to rebut it is deplorable. I have put in over 20 years and have a good reputation but feel this new system will do more harm then good. The gap between management and employee will widen. A lot of good workers will leave the workforce because there will be no incentive to stay on and be under the constant threat of having your livelihood put into jeopardy. Also, I believe I should not be forced to move just because the government tells me too. I am not a military member for that reason. I did not sign up to have my family up rooted at the whim of the government. Or put my life in jeopardy because of someone else’s decision. We are civilians and that is why I am not a military member.
