I have some General comments on the new NSPS rules. Below are a few general remarks based on my personal experience as an Engineer with the Louisville District, US Army Corps of Engineers. I always wanted to work for the Corps and I still am proud of my accomplishments. I have gone on disaster duties, gone on weekend assignments, and have willingly represented the Corps on my own time. I thoroughly object to the new rules because it dishonors me. Over the years, the Corps and I have not seen eye to eye. Now, I am ashamed to work for the Louisville District Corps of Engineers. I tell people that I work for the Army or the Government. I say this because I have seen my supervisors abuse the system. I have seen EEO injustices, many CFO violations, and violations of Congressional Law. I honestly believe some of my supervisors and fellow workers belong in prison. How did these idiots rise to the top? And now they throw this holier than thou criteria on me - I don't think so. My supervisors are inept idiots who could not make it in the real world. They have no more business being supervisors than a cat. They are only interested in their selves and not the Corps or the Country's well being. Actually, DOD had the right idea - get the Corps out of the military work. The Corps is a Civil works organiztion and always will be. Someone else should oversee military construction. The Corps is too beaurocratic and outdated. The Louisville District is also too corrupt. I do not believe that the Corps should handle this important mission in a time of crisis in this war on terror. It certainly is too big. Create a new defense building organiztion and farm 90% out - DOD and the Country will be better off. Don't put Military people in command. As a proud American, I must again state that the Corps is not up to handling this important mission - get rid of them.
