I understand the need to be able to hire people and to be able to let go the ones that are not performing at all, but I don't think that it is necessary to change the pay system or having union support on other things as shift schedules, overtime. Why not change the rules governing the hiring and firing of employees only. When you give one person control over anothers wages and promotions it creates the possibility of unfairness. It is hard to accept any change where the rules aren't written first. No where does it say that it is mandatory for the DoD to allot money for raises every year. It is hard to hear that we will review and re-write the rules as we go along. Just because you say that you will do that now does not mean that after this becomes law that you will be amending anything at all.
