Taking away the fact that someone's tenure does not apply when getting promotions is totally unacceptable. Your time put into a position should count for something. With pay banding this will go away, and the good 'ol boy system will be back in business. If you know someone or are related to someone in a position to advance your career, then you have it made. Just doing a good job and performing to the best of your ability will count for nothing. You will have to be your boss's best friend and kiss up to get anything because he/she and a group of his/her peers will decide who gets what raises or amounts of money. This is totally unfair. I cannot believe that this is in the best interest of the government or its employees.
