I am amazed that so many people have apparently failed to actually read the current laws concerning federal labor relations before commenting on the proposed changes. It has ALWAYS been management’s right to hire, assign, direct, lay off, retain or remove employees. Over the past several years, however, beginning with Clinton’s “partnership” order, FLRA and some of the other so-called independent agencies have forgotten that it is management’s responsibility to ensure the mission is accomplished. Instead of providing a framework of case law to enable that to happen, the FLRA in particular has seemed to delight in making it more difficult for management to make any changes that don’t directly benefits the federal unions. It’s well past time for a major change to this system.
