Reguarding the initial conversion of personnel to NSPS who are on a temporary promotion, the Proposed Rules state: employees on temporary promotions will be returned to their official position of record prior to conversion. This would contradict the statement of two paragraphs earlier: initial entry into NSPS will ensure that each employee is placed in the appropriate pay band without loss of pay. A current common practice of Puget Sound Naval Shipyard is to place personnel on temporary promotions for long periods of time (1 to 5 years) to overcome short-term manning deficiencies which are not corrected. A return to the employees permanent position of record would result in a considerable pay cut. A time limit inserted here ( such as a temporary promotion less than 6 months) for the return to the official position of record, would greatly reduce the numbers of those affected. Please consider a change to this portion of the Proposed Rules.
