I am looking forward to the NSPS change over. I think those that fear pay for performance are the ones not performing. However, I am concerned that the non-performers can still stick around. After being in civil service for almost three years, I am also convinced that the managers are ill equiped to have this responsibility shoved upon them. They don't know how to hire and they definitely don't know how to fire. I fear NSPS will turn into one giant peanut butter spread of pay like the current bonus structure. Nobody wants to offend anyone or tell them to their face they are not doing a good job. Lurking in the background of this entire program I see cost savings to the government after many years of implementation. There are plenty of jobs in civil service that are overpaid as compared to the local economy. I am not sure civil servants reading this NSPS plan understand that. I am not opposed to this since I pay taxes as well and don't feel like I am getting my monies worth the way things are now. I understand the spiral concept but still think NSPS is trying to do too much all at once. I think you should have first tackled speeding up hiring. It took six months to direct hire me into civil service. General Dynamics took two weeks. Resumix only allows one resume at a time when I am qualified for many different types of jobs in civil service. You cannot customize or tailor a resume for each job opening using the Air Force resume system.
