Subpart B: There is no assurance of cost of living increase. This will make it even harder to attract quality employees out of the private sector. Subpart C: DoD will try to ensure. They can do anything they want to us. We'll be sitting ducks for whatever they want to do to us. Performance payouts takes us back to political spoils. If you're manager doesn't like you, has something against you, or chooses others as favorites, despite your contribution, you will not see a pay increase! This will set employees against each other. There will be even more back stabbing, gossiping, brown nosing. It will be harder to remember the whole reason we're all here...the Soldier! Our time will be consumed worrying whether we'll still have a job, get demoted, get transferred, get rifted, get deployed! Has anyone worked for several of the supervisors out there right now??? Many many of them are not qualified to make these types of assessments. Will there be special training for them. Will they get all the raises? Rumor has it, this pay banding was done on a test site and the only employees who received raises were the supervisors who handed them out. I'm here to work for the Soldier. It shouldn't matter if someone who happens to have been here for 25 years and only because of that are they a supervisor, and they get to decide how much money I make! This is a big mistake to give these supervisors so much power.
