While this new system is obviously good in terms of competition with the private sector, it is not the best fit as presented for the government. This system if implemented as presented will do nothing but promote and further entrench the already blatant favoritism that supervisors and mangagers already give to their favorites. This system gives entirely too much power to manager who lack the experience, people skills and employee negotiation tactics needed to make critical pay decisions regarding their employees. If those decisions are to be made they should be left up to the highest level of management possible (GS-15) and above. In the branch level there is already far too much favoritism. Choice assignments, choice visability and choice mobility is given out on a basis clearly based in personal bias in most cases. What reason is there for the average employee to think that pay decisions will be any different. Management is groomed to think subjectively. This is due to the nature of government work. Everything is done under a given set of rules, regulations and specifications. Nothing is objective. Neither will be reviews under this system. This works for the private sector because managers are encouraged to think outside of the box. We all know that is not how the governement works. Favoritism has been the standard and will continue to be except not the back patting will include paychecks.
