5 CFR, Part 9901 NSPS was created by the current administration to intimidate and destroy the morale of the current government employees. Under NSPS the secretary (Mr. Rumsfeld) is authorized to make adjustments to the pay bands and annual increases without review by an independent board of review. This is a dis-service to the hard working government employees who work for DOD (all 700,00 of them). In the wake of gobal terrorism, many DOD government employees have volunteered to serve in Iraq to assist the government and our troops. Including working in battle zones and wearing battle dress uniforms with a name tag "DOD Civillian". Many employees have made sacrifices to deploy with the troops and this is what we get in return "NSPS". Terrorism as defined in the Random House Dictionary is: the use of terrorizing methods, the state of fear and submission so produced. Terrorist: a person who uses or favors terrorizing methods. After 9/11, 4,000 American lives were affected, this is less than 1% of the 700,000 government employees who's careers will be affected by NSPS. Sometimes I wonder who the real Terrorist is: Rumsfeld or Bin Laden. NSPS is being used to strike fear into the government employees in order force them into submission. Methods being employed by the administration fall within the definition of a terrorist. Wake up America, one day this country will no longer have it's Freedom.
