Comments:
The proposed overhaul of the DOD personnel system should not be implemented. NSPS will disrupt the intelligent, highly trained, dedicated, and experienced staff in DOD. Civilian employees will become disillusioned with the NSPS and leave for other opportunities or retire, taking with them years of knowledge, job experience and mission history. NSPS will not be good for DOD or the employees.
