Section 9901.332(a) through (d) says that DoD may set and adjust pay rate ranges, effective dates for rate ranges, different rate range adjustments and adjust the minimum and maximum rates of basic pay depending on mission requirements, labor market conditions, availability of funds, pay adjustments received by employees of other Federal agencies, and any other relevant factors. This means that an engineer doing the same work at the same level at one geographical location may be paid a different rate than another engineer at a different location. This violates the 'equal pay for equal work' tenet.
