This proposal is lacking critical detail for a complete assessment. What I have reviewed tells me this will take the personnel system back to the "GOOD OLD BOY STSTEM" and create a work environment that forsters back stabbing and self centered behavior. It states that you will be evaluated against your managements "Expectations" which is impossible to quantify. The fact is, an employee will be rated based on the boss liking you or not. It will be unfair and NOT based on merit as being touted. The number of Butt Kissers and Head Nodders will mushroom at an alarming rate. The retention factor on seniority is unfair when you can and will be penalized for being older and unable to be the young star. Where is the factor that considers the many years of dedicated Government services when a RIF is being conducted?? This pay for performance proposal is just a cover story so the DOD can strip away needed processess that insure a real Merit System. Implement this proposal and you eliminated ANY teamwork in the workplace and foster a DOG EAT DOG environment.
