The proposed system will create a vehicle for unscrupulous managers to rig the retention list during a Reduction in Force (RIF). The proposed system Workforce Shaping Subpart F – puts people in separate competitive groups based upon an individual performance rating. It states “Under the proposed regulations performance employees are placed in a group’s retention list in the following order: 1) Tenure, 2) Veterans Preference, 3) individual performance rating, and 4) Length of Service”. This proposed change will enable a manager to give his or her friend’s or a person of certain ethnic groups outstanding ratings, and will give other equally hard working individuals a lesser rating in order put the “OTHER NON FAVORITE” individuals in a lower category on the retention register. Furthermore, the manager may assign the non favorites less important assignments in order that they not achieve an outstanding review. The current system is much more equitable because it takes into account performance and seniority and is it harder for an unscrupulous manager to manipulate. Currently a person is given an extra 20 years for an outstanding review. The retention list is compiled a combination of seniority and performance. The proposed change will lead to hard working individuals who are not the bosses favorite being let go in a RIF over a person whose best ability is playing golf with the boss.
