It appears NSPS is redesigning the performance based program. Management already has in effect a system for rewarding good performance called the bonus money. The bonus money is based on the individual's award base performance ratings given to employees as part of their annual job evaluations to recognize specific accomplishments with measurable ratings for the accomplishments. However under NSPS, salaries will become competitive and will be adjusted based on various factors such as the labor market conditions, to include performance and changes in duties without a bridge under this system to include labor relation statues involving the workers duly elected unions. The lack of union representation poses a concern and seems to undermine the Federal Employees right to a union for any and all management disputes.
