It would be interesting to see if Congress and all of their own personal appointees would be willing to serve under such a personnel system as DOD's NSPS. Having read the regulations, you have failed to convince me that this has any thing to do with national security but everything to do with giving that "dirty old government worker" a good sound thrashing!
