I don't see how this performance-based system will help with national security. My experience with this type of personnel management is that it often results in unhealthy competitiveness and non-cooperation between workers. Therefore, if anything, it will result in a less efficient work environment. I am also concerned that brown-nosing and favoritism will become the norm if we adopt this system.
