I am very concerned about your asking for comments when you do not fully explain how this system will work. How can employees be rated by our supervisors under the new system when it hasn't been completely written. I have learned much from reading the material but I have more questions that are left unanswered. It doesn't seem to me that this is ready for even a test yet!!! In other words, please provide full disclosure of the new rating system, what pay bands will really mean to us GS employees, etc.
