The present personnel system is not broken. The same guiding principles and KPPs are in the current system as what is being proposed in the NSPS. What I do see, is that my rights as an DoD employee will be seriously compromised if the new system, NSPS is implemented. An immense amount of power will be given to the management under NSPS, that will encourage and breed abuses which I can now appeal. Even though there can be labor unions and I can remain a union member, the union's hands will be tied because the labor agreement is unenforceable if it conflicts with NSPS. NSPS cannot guarantee a manager, in every situation, who will be just, fair, and impartial with a perfect understanding of all the functions of the employees working within his management scope. And human nature being what it is, absolute power corrupts absolutely. I do see an increase of favoritism, cronyism, and sexual abuse going on if the current system is replaced with NSPS. Are there abuses going on now under the current system? Of course, I think all of us have seen them. But fix the abuses, not replace a system that is working, with a system that curtails, decreases and removes my rights as an employee. and
