5 CFR XCIX and Pt 9901 Having a pay pool means that those in upper level management will receive all the raises according to the Ole Boy system and everyone else will receive almost nothing. There should be a period of transition for NSPS so that those who were hired under CSRS or FERS can continue to work under that system until they retire.
