I have read the federal register on this issue and could site the required location of many issues of concern. So many items have yet to be determined, such as job classifications, pay bands and employees rights. This is to make management more flexible to do as they wish - My concern comes with the fact that management has always had the tools to get ride of poor performers, but never wanted to take the time and effort to do so, as put out in the regulations. They have never wanted to hold to the rules, it has alway been those who do not achieve and do the work, just put them some place they will have the least impact and those who do the work - keep working them till they now become the 1st group, fed-up and burnt-out. This is especially true when the non-performer is in good with management and get the raises/promotions. Question that does haunt me - a lot of DOD employees are veterans, we fought for our county and we work hard for our country will all our rights be protected under this new law. Shall it be that we will be asked yet again to go overseas or at home and be but again in harms way with no rights to say no without the fear of losing our jobs and our way of life. Now you'll let those same managers control employees lives, down to the fact of how high must I jump to be in your favor so I can get ahead. The COE spent millions of dollars on the last implementation program, that was suppose to make us better as an organization, PMBP with hours of instruction, CD-Roms (12 or so) to each employee. Program designed for us all to work together- smarter. I believe most opposition to this program came from management, it wanted to make all our ideas just as important and give power to all. Now not more than a year from completing this program and see if it can and will work, we've put everything that that program was looking to do - UNITE EMPLOYEES to work better together. Now with this bill we want to turn employees against each other to say I do and am more important so I should get the raise not you. It will lead to vast disruption it will be by-ass and show favoritism to employees that supervisor can now control and those who look to think outside the box and make things better, will be docked if it does not go along with the supervisors ideas. 1 oe 2 supervisors in the same office with the same mind set can and will control that office or deprtment into their own vission of what should be.
