Doing away with a personnel system that works just fine and that has brought this country through all it's past struggles and wars is going to cost this country more than it can bear in this time of financial and human resource shortcomings.That's not to say that the present system is perfect and does'nt need to be tweeked here and there and brought up to date, but we don't need to re-invent the wheel at the exorbitant costs NSPS will incur.Our Federal Civilian Workforce is the best in the world and US Gov't wants to reward it's employees by taking away their collective bargaining and union appeal right's?HOW does that help in the GWOT fight? The us gov't has done 20+ yrs of demonstration projects on pay for performance/pay banding and they know it does'nt work, yet that's what they want to implement, knowing full well it's rife full of ways mgmt can abuse the system.The best employees the gov't has, will end up leaving the federal service because they don't have to put up with the abuse that is sure to follow if this system is implemented.
