Comments:
The NSPS article in the Federal Register gives few details to comment on. It speaks in generalities. Without reading and digesting the regulations themselves, it is impossible to develop an informed opinion. The time alloted is insufficient to do this. A general idea can be thought out. Are there any checks and balances for the Secretary of Defense and the NSLRB? Are there checks and balances for management? This gives management more power. The proposed rules will allow deployment of Federal employees. What is to be done about quality of life issues? The issues of uprooted people, proper adjustment to new areas arounds the world, and well-rounded home life in foreign areas need to provided for. These issues need to be addressed now. If they are not, there will be additional financial strain on the State and Federal health care system after the fact.
