Having read over the proposed changes this does not seem to be something that is beneficial for those who have been in the Civil Service system for a long time. It makes it harder for anyone to get a promotion much less keep the pay that it had. I had to give $3000 a year and downgrade from a GS11 step 8 to Gs10-10 because I choose to change jobs. It is not right nor fair and now you are proposing in Section 9901.311, 9901.321-323 that pay schedule will be bands, such as entry or full performances. You don't pay what people are worth now. Even if I get an acceptable or better I will not get a pay increase because I am max out . How is what you proposing better? Section 9901.345 and 351-355 Managers will set the starting rate of pay I don't think these is thesable.
