My comments are not positive for the NSPS. Having dedicated myself to DOD since I was in the Army, I do not see any benefit to system based on favoritism. The present system has its ups and downs related to bad management but the one thing that I could always count on was that the supervisor would have a hell of a time getting rid of me as long as I did the job they wanted done. Based on the GS sytem, I would also get step increases and he/she could do nothing about it as long as I was performing. Promotions might be slim but at least I would get the yearly and the steps, your system has me getting nothing unless he/she is wants to give it to me. DOD is not a commercial operation based on making money and having your pay tied to the profits being made by the company. We are always stuck with what ever budget is approved and limited in what we can get for raises based on that. The NSPS will not improve that, it will still have limited budget that will NOT reward all performers, it can not based on budget. If all of my employees meet and exceed my agencies goals, will they all get payed based on their performance? I believe they will not and then you will have disappointed employees since they thought they would get rewarded for meeting or exceeding expectations. I will be retiring in a few years and with system coming on line, I am glad of that fact. This will hurt the federal employee more that it will help you manage them. An agency of yes men will get you nowhere and will hurt the services in the long run. Good luck since you hold the future of the defense of this country in what you do today.
