I have been working for DOD for over 20 some years and have worked for about 10 supervisors. The civil service rules that are in place now, took a lot of thought and work for years to develop. When I hired into service and took my oath of office I felt that at that time there were terms to be considered. A contract was formed so to say between me and the Government. I have performed my duties to the best of my abilities. For years the good old boy system was in place with many people of command. I was happy to see them retire. The system in place is not perfect but it does work. Allowing the new system to be fully implemented would just open the door for the good old boy system. Some times a person has to stand up to tell the king he has no clothes. Do you think that many would peep out of the hole to tell his boss he is naked, if he knew that the boss could hurt his pay, advancement, and thus messing with his livelihood? I do not think that would happen. Keep in mind that there are a lot of good veterans out there that have served their country proudly. I do not think they could serve proudly, nor would I want to have to serve my country without the present checks and balance that the present system now has.
