Comments:
General comments to the proposed NSPS system. The system puts too much power in the hands of the managers/supervisors. It especially concerns me that attitude is a performance factor. If a manager doesn't like the employee's attitude, the manager can give a poor rating on that factor. Setting & communicating Performance Expectations "It is hard to imagine managers, many of whom fail to have any performance discussions with their employees now, communicating constant changes in expectations". The supervisor should already be letting the employee know how they are performing under the present system. Also under the present system, there are ways to reward exceptional employees and there are ways to punish poor performers. If the current crop of managers don't take the time and effort to implement existing rules, what is going to make them implement the new rules. The current Federal Government Administration wants to change the rules in the name of "National Security" What does my pay, seniority, step increases, Veteran's preference have to do with Security? This new system will encourage the "Good Old Boy" syndrome even more than the current system. This new system won't even apply to the current Federal Government Administration so they won't have to deal with all the complaints that will be generated if this new system is implemented. These new proposed rules are a slap in the faceto the DOD Federal Workforce.
