NFFE LOCAL 639 provides, as the “EMPLOYEE REPRESENTATIVES,” the following comments on the Proposed NSPS Regulations—RIN 3206–AK76/0790–AH82 - NFFE LOCAL 639 is of the opinion that the fundamental precept w/NSPS is that currently, pay and the movement of personnel are pegged to outdated, narrowly defined work definitions, hiring processes are cumbersome, high performers and low performers are paid alike, and the labor system encourages a dispute-oriented, adversarial relationships between management and labor, and that these systemic inefficiencies detract from the potential effectiveness of the total force. We submit that the lack of commitment and adherence to the rules and regulations governing all of the very processes NSPS is attempting to fix, is one of the biggest reasons for what is being generally characterized as a personnel system that is outdated, no longer works, and in need of being overhauled. We do applaud the apparent interest that NSPS distinguishes on supervisors concerning their accountability. We can only hope that while required in the present system, but not embraced by supervisors, that if implemented, NSPS will hold supervisors properly accountable for ensuring the system and processes are implemented and regulations followed to properly measure the performance of the affected employees.
