Comments:
In the past Engineers and Scientists within the DoD have been most reluctant to associate with Unions. I believe that the NSPS system as currently proposed will encourage to a great degree, Unionization of Engineers and Scientists within the DoD. See attached PDF File of the transcript of a Retirement Speech. The man who gave it is considered to be the greatest living Flight Test Engineer at Edwards AFB. He had the standing among Flight Test Engineers that BG Chuck Yeager has for Test Pilots. He worked at Edwards from 1997 to his reitirement, 7 years of working under a Pay Band System. He predicts that a Union is in the future of every DoD Engineer and Scientist. I believe that he is correct, in that NSPS will solve some problems and make all of the others worse.
