§ 9901.333 Setting and adjusting local market supplements. I am concerned that even though I may receive a superior rating under this system, my salary might remain stagnant or even be decreased if the DoD or SECDEF decides to reduce the local market supplement. Without a review or appeal process, this seems unfair. § 9901.409 Rating and rewarding performance. I applaud the DoD for finally going to a system that rewards performance and does not guarantee pay raises to those who do the bare minimum or less. Subpart C—Pay and Pay Administration I think the actual paybands, actual pay scales, and local market supplements should have been included in this initial release of the proposed system so that employees could have commented on their own specific situation. The fact that these were not put forth with the proposed system change has caused fear and uncertainty on the part of many employees. While I look to the new system with a good deal of optimism, the details that remain to be specified do cause this employee some apprehension.
