Pay Banding seems to be a hot issue as well as retention, reward, and hiring. I am under the Acquisition Demo and I feel the best approach to pay banding under NSPS is that implemented under the Acquisition Demo. This split for technical and professional personnel (NH) bands GS 14 and GS 15s (primarily management positions), GS 13s and GS 12s (Senior and Journeymen level positions), and GS 9 – 11s. The crucial split is at the 13 and 14 level where there is a big leap in responsibility; therefore it would do the workforce as a whole a disservice if this split were not recognized.
