PAY AND ADMINISTRATION - SUBPART C; PAGE 7560 PERFORMANCE - BASED PAY What if there are 1,000 people in my organization and there is only enough money in the Pay Pool to give 100 people performance payouts. There may be other people who deserve performance payouts. Will these other people be rewarded for their performance? Will this NSPS have an Affirmative Action plan? PAGES 7557 & 7558 The specific procedures for reconsideration of an employee's performance rating needs to be spelled out to see if the procedures are fair and just. STAFFING AND EMPLOYMENT - SUBPART E; PAGES 7563 & 7564 PROBATIONARY PERIODS Does an employee have to go through a one year probationary period if he transfers to a different location but does the same job? If an employee has gone through a one year probationary period successfully with one branch of the DoD and goes to work for another branch of the DoD doing the same job, does he have to go through another probationary period? Would it make any difference if that person had gone through a RIF? ADVERSE ACTIONS - SUBPART G; PAGES 7564 & 7565 MANDATORY REMOVAL OFFENCES DoD needs to identify a list of MRO and let employees comment on them. ADVERSE ACTION PROCEDURES It is stated that empolyees are entitled to a minimum of 15 days advance notice and minimum of 10 days to reply which run concurrently. This time is much too short. ADVERSE ACTIONS - SUBPART G; PAGE 7565 SINGLE PROCESS AND STANDARD FOR ACTION FOR UNACCEPTABLE PERFORMANCE AND MISCONDUCT There should continue to be a substantial period of time for an employee to improve his performance before management takes an adverse action.
