There are many things, most people are not happy with under this new NSPS. First of all alot of us have just found out this was passed in 2003, now it's down to groups of people actually falling under this new system. I have read that employees, supervisors and managers will be trained extensively prior to being affected. I don't know where all this training is taking place, but we just received an hour and a half briefing on the new NSPS just last week(March 2005). Supposedly there was 100 focus groups, and 50 Town Hall meetings to gather input, again I ask where did this take place, certainly not down to the workers that will be affected the greatest. Some big shot in Washington must have thought this looked good on paper, but the practicality of the system was overlooked. By the way will the decision makers in Washington fall under this program, will their pay be decided by someone who perhaps doesn't like them? Perhaps doesn't like their gender, race, religion, or may just be having a bad day when raises are given out? Our government employees, who were once part of an elite and very diverse workforce, now is going to be treated like the average worker. We are by far average, we go above and beyond what alot of civilian workers do. We support America's Sons & Daughter, the greatest military in the world. The good 'ol boy system seems to coming back in place. Many of us want to know is this a tool to downsize without calling it a downsize? We want the decisions that affect our jobs, our pay, our benefits, our work environments, and our families to be fair and just across the board. Under the new system, we don't see and checks and balances, who is checking the managers to ensure decisions are being made fairly. At this point if it is not broken don't fix it. We rely on our paycheck, and the soldiers rely on us, leave the system alone.
