Section 9904.405, Performance Management System Requirements, paragraph (c) (2), Managers are responsbile for (1) through (5) aspects. Fully agree with all of them except (2). There are times when it is very appropriate to make meaningful distinctions among employees based on performance and contribution. However, if you have a team of excellent peformers and your want to reword TEAMWORK, making that distinction can easily have a negative affect on both the team and the individuals. Rewording Teamwork is critical to the Navy's mission. (See comment #OL-10509878). Thank you.
