Paragraph (a)(2) of 9901.107 Relationship to Other Provisions of the Law. Each provision must be.... accomplishment of the mission, as defined by the Secretary, DoD's and OPM's interpretation of these regulations must be accorded great deference. 1. As I understand this, there will be great latitude given to Secretary, DoD, and OPM in interpretation to this regulation. This concerns me greatly. There should be no allowances for interpretation. The law/regulation either states and defines something, or don't bother writing it. This gives great latitude to upper management, while taking all rights away of the employees. This is injust.
