Section 9901.409, Rating of Record, para. (g). This says that a rating of record may be challenged by an employee but the payout determination will not be subject to reconsideration procedures. I'm not sure I fully understand this position and suggest that it be clarified to ensure that it isn't taken to strictly. If the intent here is to say that an employee will have the opportunity to challange a rating of record - at what level management says he/she performed and not the fact that there was a budget crunch and the payout was less than he anticipated (or sometimes promised by a well meaning by nieve manager), than that's fine. If the intent here is to say that the employee can challange the rating of record all he wants, and whether he wins or not, it won't change the initial payout determination, then that's wrong. They should be tied together. Maybe they are, but it is not clear to me in this paragraph that they are. Thank you.
