Comments to N.S.P.S. From: H.G. Pacheco (SGT.) Date: March 15, 2005 Personally, I vehememently believe that the first-line Supervisor "Should Not" have the ultimate "Last Word" in determining discipline or up to discharge of a Federal Employee, particularly a Federal Law Enforcement Officer such as myself. To this date, I have served my country diligently for approximately nine and one half years, in providing National Security, including standard law enforcement protecting our Government resourece, Military members and Domestic & Foreign Government Officials. Included were my responsibilities as a (Sergeant) Federal Police Officer in New York, during the Terrorist's Attack on my spectacular and resilient city. At the present time, I have successfully completed and obtained certifications from the U.S. INS, U.S. Parks Service & the U.S. DOD within my years of service, I have also obtained the rank of (Supervisor) and presently I am a Sergeant, with U.S. DOD. Furthermore, I sincerely believe "Everyone deserves a second chance", and that disciplinary actions no matter how Minot, should have a mediator and a fair trial as stated in our United States Constitution. Recently, one of our officers was discharged on bogus charge, of failing a training exercise. Without a doubt, this is a ridiculous allegation. Some time ago, I was informed that the Secretary of Defense “Donald Rumsfeld", also wants the (Federal Officers) to be forced to Deployment overseas, due to needs of service, when in fact, that is the primary function of the U.S. Military. Our primary Mission is to provide National Security to the Armed Services, their families & Government Officials, including protecting Government property. We are consistently struggling to maintain our positions in the Government. On a daily basis we conduct ourselves with the highest degree of professionalism, courtesy & respect and yet, we rarely receive it. Without proper representation, we are regressing to the Stone Age. This country was based on Human Rights and Freedom of Speech. The N.S.P.S. would alter the freedom we have and give the "Ultimate Power" to Supervisors, which in turn, can hire or fire at their discretion. Let's keep our freedom, (To Choose) H.Pacheco (SGT.)
