pay and administration -subpart C Panel members- Who would these be? It appears that nothing will change in the system as it stands now. A suprvisior can put in for a bonus and if the panel members are on a different shift, it will be denied. It will still be the good ole boy system and nepostism will still factor in . Will the system of good pay for good work "really " work? not in this subculture. Employees pay contrary to what is being told to workers could go down due to " LOCAL MARKET" factors. The same goes for cost of living raises. Performance Management Subpart D Supervisors it appears now can begin to set unrealistic measures of expectation and change them whenever it suits them. It can be tantamount to a hostile work environment when a hard working dedicate employee sees the rules of the job change everyday in the guise of "flexiblilty"
