COMMENTS: I have worked for DOD for years. I am very angry that these proposals will treat employees who help defend this country as the enemy. DOD employees are hard worker and is committed to their work. These proposals will hurt the agency mission, change the way employees are paid, promoted, fired, schedule and most of all mistreated. All NSPS will do is to influenced managers by favoritism rather than serving the civil concerns of the AMERICANS people. Pay System Friend of the Supervisor and Managers: With the new pay system, the amount of worker's salary will depend completely on the personal judgement of the managers. This system is designed to fire worker's without any reason, force workers to compete with one another for pay raises, which will destroy teamwork and increase conflict among workers. Even the best workers may not receive a pay raise or that the pay offered will be fair or competitive. There is no guarantees with this NSPS. This system takes away all our RIGHTS. It creates situation where workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and especially workplace safety problems. There will be no appeal system that would assure that everyone is treated fairly. Schedules: NSPS allow managers to schedule employees to work without advance notice. It also mean that abusive managers could harass employees with bad schedules or short notice. This regulations will make it extremely difficult for working parents to care for their family and other important responsibilities. Civilian Deployment: This system allow federal employees to be assigned anywhere in the world, even into a war zone with little or no notice. I am sorry but we signed up for civilian jobs, we did not enlist in the military. AMERICA is at war, for what reason? This regulation attack workers basic rights and it divert the attention of defense workers from the soliders welfare to protecting ourselves from abuse on the job. I urge you, DOD to rethink this proposal. HAVE EVERYONE, FOR GOD SAKE FORGOT THE 911 MASSACRE? I BEG YOU, DO NOT LET THE NSPS BECOME A 911 SITUATION. RETHINK THIS PROPOSAL.
