I don't understand how something with such sweeping impacts as this proposal can be implemented without major sections having yet been written. How can we make sound judgments on "yet to be determined..." ideas? After serving in the Armed Forces and now as a civilian employee, I don't relish the thought of someone making judgemental decisions regarding my pay and possible employment longevity who may not know my work ethics let alone perhaps does not like me! I see nothing positive in the NSPS proposal but surely see an attempt to save a buck at the expense of loyal and skilled Government workers whose basic pay and seniority rights mean nothing to Cabinet officials who never served day-one in the trenches!
